Abstract

The banking industry in Indonesia has been experiencing problems when
observed root causes (root causes) is a weak control system against fraud and denial of
good corporate governance (GCG). Bank Indonesia Circular Letter No. 13/28/DPNP
dated December 9, 2011 regarding the application of the Anti Fraud Strategy for
Commercial Banks is an attempt to deal with things that happen and the rampant cases of
fraud were uncovered in the banking world as well as an early warning system.
This study was conducted at a Government Bank which is headquartered in
Surabaya. Bank X as one who is a bank going public since July 12, 2012 in addition to
stumble a few cases of fraud also have achievements in the form of awards. The purpose
of this study was to evaluate how the implementation of Fraud Early Warning System
(FEWS) in Bank X and how effective implementation of the readiness of the system when
viewed according Anti-Fraud Strategy of Bank Indonesia. The analysis technique used is
the technique of analysis by Miles and Huberman
The results of the study are seen from FEWS Bank X Support System (Control of
Information Systems, Communication channels, Personnel and Human Resource System,
and Internal Control) Bank X have systems and procedures that have been pretty good
although still needs improvement. FEWS applied Bank X has met four pillars Anti Fraud
Strategy at Bank Indonesia Circular Letter dated December 9, 2011 No.13/28/DPNP to
have procedures and systems in place as Anti-Fraud Strategy, but still there are some
indicators that still need improvement. Implementation FEWS conducted by the Bank X
can say 82% effective when viewed from mapping the fulfillment of indicators pillar Anti
Fraud Strategy of Bank Indonesia
