Abstract

Abstrack Since the change of political system in Indonesia, local bureaucracy having much political pressure and in some ways it has not shown an increase in public services. Indeed, bureaucracy still remains be a political tool that neglect the need for bureaucratic professionalism and official's competences. Whereas the professional bureaucracy should be able to use their discretion in order for the sake of smooth running of public services. Nevertheless, bureaucrats were still subject to limited discretionary spaces due to the intense of extra-bureaucratic interventions. Discretionary space abounded precisely with political interests rendering bureaucrats incapable of upholding normative paramters that should be guidance in performing their tasks. Therefore, this paper is aimed to discusses the need to strengthen bureaucracy in the use of discretionary space appropriately and accountably. This study found that the exercise of bureaucratic discretions were extremely low. This could be observed from the varied interventions that 'coerced' bureaucracy to carry out their desires. Bureaucratic discretionary space abounded with political interests rendering bureaucrats incapable of upholding legal and normative parameters that should be guidance in practizing discretions.
