Abstract

In running commendation of public policy, the existence of bureaucratic discretion is needed especially for the service of public where bureaucracy government officer look out on direct with society as client, customer and also citizen which must serve better. Bureaucratic discretion conveys the idea of a public agency acting with considerable latitude in implementing broad policy mandates in certain situations. But in fact, bureaucrat often conducts the functionary abuse of their discretion. Besides influenced by political behavior or culture, this bureaucratic discretion also is oftentimes influenced by internal condition of bureaucracy itself, covering organizational culture and structure of bureaucracy. Therefore, to control the use of bureaucratic discretion requires to be conducted by developing accountability system.
