Abstract
There were still difficulties in installing responsibility and accountability system within the bureaucracy. This is caused by various factors, such as the low capacity of performance management of civil servants and the strong patronage culture within the bureaucracy and society. Both conditions become an obstacle in the effort to enhance the professionalism of civil servants. In addition, external constraints also emerged as the negative impact of democracy and regional autonomy system that is characterized by local political euphoria, which makes the bureaucracy increasingly co-opted by the political power. Therefore, it is very important to revitalize the accountability and responsibility system that includes bureaucratic, legal, professional and political accountability proportionally in order to improve the performance of governmental organizations. Based on the premise above, this paper aims to examine the effectiveness of the accountability system within the government organizations and trying to formulate conceptually what can be done to revitalize the system. it is believed to bring good governance in public service delivery in the era of autonomy and democratization.
