Abstract

The success of regional development depends on several things, one of which is how to optimize the level of regional development planning. Through regional planning, it is expected the results of regional development will be in accordance with what is desired by the local community. Regional development planning mechanisms that apply in accordance with the rules is through Musrenbang (Development Planning Conference) at the provincial, district / city, and at the village / village called bottom up planning system (planning from the bottom). Development held in Pedesa / kelurahanan or village level is the realization of national development. To support development in Pedesa / kelurahanan or village level as well as the role of government and the participation of the whole society is needed. This type of research used in this study is descriptive, this study was conducted in the District Urban Village Pakal Tripe Acne Surabaya The role of government as an adviser village: the village government as a community builder only be encouraging the development process for the better. In this coaching activity, village officials uniting himself to all citizens anywhere and under any circumstances and does not create social boundaries, so that people find it to be one with among the village officials. The role of village government as protector of society: As a village government who protect society there is coordination between the village government officials with the security forces (police) as well as the youth village. The role of village government as a public servant: In the village government serve the people can be said to have satisfied the citizens so that the construction carried out in the Village Tripe Acne can be run or executed smoothly because of the support of the entire community. The services provided by the village government to the community in the form of the documents, which had no baseline cost and harm ordinary long time. As well as how to solve problems faced headman and other community needs or interests of the community.
